When you create a new file it asks you for the size, you could enter it there and you'll be starting off with the size you want. If you have a file open, go to Image on the menu and use Canvas Size to make the file the size you want or Resize if you want to stretch the whole image to a new size.
It's a good idea to always work at the largest resolution you plan to make. Resizing down looks better than resizing up.
