First off, make sure you have installed Windowblinds. http://www.windowblinds.net . You can't use Windowblinds skins without it.
Next, right-click on the skin you want to download and choose 'Save as ...' (don't forget where you saved it).Then, go to your Control Panel and open Disaply Properties. On the Appearance tab in Display Properties, click on the Add button and browse for the .wba you saved. That will add the skin. Now you can select it from the list and apply it.
