COULD NOT OPEN SKIN

I AM HAVING A PROBLEM OPENING ANYTHING THAT I DOWNLOAD FORM THIS SITE. I JUST INSTALLED XP AND IT IS TELLING ME THAT WINDOWS CAN NOT LOCATE THE CREATOR OF THIS FILE AND THEN IT WILL NOT LET ME OPEN THIS CAN ANYONE HELP ME.

To use the WinXP skins, you have to install WindowBlinds https://www.stardock.com/products/windowblinds/download.html

If you want to use WindowBlinds, you need to download and install the WindowBlinds program. The same goes for any of the sections........
If you had read the info at the top of each skins page, you would already know this.
