Is this a substitute for Hotbar?

I was directed here when I lost my hotbar facility. I'm running W98SE. Can I apply skins, and if so how? Thanks

..and there's also Themebar from: http://www.microgarden.com/themebar/index.htm
It let's you set the background skins like Hotbar, and more. Plus, the guys who make it are really cool, helpful, and always respond to e-mail.

download it from: https://www.stardock.com/products/webblinds/
then choose a skin for it: https://www.wincustomize.com/skins.asp?library=11; Windowblinds skins will also work on Webblinds, so you can also check out the skins there https://www.wincustomize.com/skins.asp?library=1
