How do skins become featured?

That is pretty mucht he only way things get downloaded a lot. The only time my things get downloaded is when they are new, then the downloads pretty much stop.

Y'know, I tried sacrificing my first born, and I still haven't had a skin featured. Is there a certain amount of time I should wait before complaining?
