Where is GPEDIT.MSC?!?

I've been reading about a lot of tweaks in WindowsXP, and a lot of them start as "type gpedit.msc at a command prompt..." But I'll be darned if that'll work for me. I always get a file not found error. Nothing I can think of will allow me access to it, if it's even there. I don't even have a "consoles" option in the Adiministrative Tools section of the Control Panel, like Windows Help files say I'm supposed to. Am I doing something wrong, or have the poltergiests struck again?
I also notice some other weird stuff going on. For instance, I can't password protect any folder other than my user documents folder (and subfolders), even though I have converted my partitions to NTFS. I also can't use the WindowsXP inclusive Burner with my CDRW.
Any suggestions? Are these things linked? Maybe I'm just too new of a newbie to have a grasp on XP yet.

Thanks, paxx. Actually I just read in a WindowsXP manual that gpedit.msc is not available in the Home Edition which is the one I'm using. If you're running the Home Edition and have gpedit.msc, I'd like to know about it, so I can increase my efforts to find it. Thanks again.

If it's not there you may need to uninstall and reinstall XP.
