Just to clarify the issue, all OD products were uninstalled through Impulse, long ago, and reinstalled fresh from the store. To state there was an "error" without stipulating what the error was is a bit frustrating. I do know that the download from the store was 64MB and the download through SDC was only about 34MB. ( Not the & shining through Menu, thats opera itself, the color artefacts)
During various stages of loading pages the band containing that toolbar varies from a image like a badly tuned tv, to this.

Due to a design decision by the Opera team (to use OpenGL to render their entire UI including their menubar and additional titlebar button), it is unlikely we will support skinning Opera 12 with hardware acceleration until they implement DirectX support which I understand is planned. Hopefully they will decide to default to DirectX rather than OpenGL.
To disable HW acceleration in the Opera 12 alpha, navigate to opera:config#UserPrefs|EnableHardwareAcceleration
Set this to 0, scroll down the page until you find the save button and press it. Then restart Opera.

Fix for IE sizing issue- is this related to scrollbars ?

jupp in IE9 they do Uvah - the tiling does not work in IE9 but it does in FF thats why i ask if this has been fixed if not i dont see a benefit of upgrading to the beta unless the ultramon update

The IE9 scrollbars not supporting tiling (and having other limitations too) is due to the very limited themes support that Microsoft put into IE9. They did not implement support for tiling which is why you cannot use tile in scrollbars in IE9. We filed bugs on this but Microsoft decided not to fix it.
This is why we added the special web scrollbars which allow you to create scrollbars that will be used in IE9 without having to cripple scrollbars in other applications.

Neil thanks for the answer even if i have played with the web section i couldnt make it work- i was a bit unclear since i wasnt speaking about the drag bars, my problem is the background tiling still. Like i said FF is eating the margin setup and displaying it correctly while IE fails but its only one tiny thing and i guess if MS isnt playing along this is something that cant be fixed..
IE is still one of my most used browsers even if its ugly but after a little skinning it isnt that bad once you get rid of those huge nav buttons
I would just wish MS would participate a little more into the whole skinning section but i have seen the windows 8 fish
@ Well then you havent seen The B I G difference it did for Hyperborea frames !!! neone6 i will have a look at it on my second pc simply dont want to overwrite until its out of beta

Frankief had you ever updated WindowBlinds, or if you have Object Desktop any of it's programs using Impulse? If you did you will need to uninstall those programs using Impulse and then you should be able to reinstall using SDC. As strange as it sounds the new SDC system can not hook up with what was done with Impulse. Based upon what I found out from Stardock that's what I did and SDC works fine.
EDIT: Ooops, I went back and reread your reply #11 Frankief, should have done that to begin with, sorry.
