Windowblinds question

Has anyone noticed how on WinXP Windowblinds doesnt skin the favorites menu, it also doesnt seem to skin the Display control panel. Why is that?

There is a tweek in the Registry for skinning the Display panel...if I can remember what it was I'll post it...
