XP Professional for WinXP Skins

I downloaded a file named XPProfessional.wba and it says on description: ''The skin is compatible with Windows XP and also with Windows 2000, Millennium and ’98. '' and I am using Windows 98. So to activate this file what will I do? Can I use this windowsXP skin for win98?
