That damn scrollbar!

Does anyone know why, when I install a new skin, everything semms to be correct with the skin but for some reason the scrollbar will not change to the style of the new skin. It just turns into a scrollbar that is a normal rectangle.Any ideas or am I losing it?

I mean everything! IE and in my personal files offline.It has to be something I am screwing up - just can't figure out what it is.

Could be two things:
1) The shareware (unregistered) version of Windowblinds has certain features disabled, such as the scrollbars.
2) Even the registered version doesn't skin the scrollbar of Internet Explorer.
