Normally WinCustomize is a clustered network. But we recently switched providers from Verio to UUnet and we had to physically ship the machines there.
To reduce down time, we split up the cluster. In a nutshell it means right now the entire site is being run on an underpowered P2 server while the other machiens are in transit from Verio to UUnet.
Next week they should arrive and then we'll be back up to full power.
It's not bandwidth, it's CPU utilization. That's why the wallpaper section has been down, it gets the most SQL queries.
