problems with wb7 not skinning and not in systray

WindowBlinds version : WindowBlinds 7.2 (build 95 x86)
WindowBlinds is not installed correctly on this PC. If you did not reboot after installing WindowBlinds 7 for the first time, then please reboot and try this again.Your machine supports per pixel borders on WindowBlinds skins.
(Plug and Play Monitor) 1 is attached to Mobile Intel(R) 945GM Express Chipset Family

fresh install of windows xp media center. turned off firewall and no av installed yet.

Not sure WB is supported on XP Media Center edition...
Is on XP, Vista and 7.
OK... it is, but do you have XP 32 or 64 bit?

I have winxp 32 bit.
It's still not working for me. Not sure. I'm going to try all the steps again, since I was interrupted last time I tried.

Okay I've tried several times and it still doesn't work.
What I've tried:
from impulse uninstall wb7.2
restart
use ccleaner to clear registry of wb related registry stuff.
restart
re-install wb7
restart
wb7 doesn't show up in systray.
run wb7 from impulse or from start menu
try to skin but instead of screan blurring and then clearing with my skin applied, the windows xp default theme goes away and the system is skinned like old win 95 or 98 style.
Please Help!

Is WB still showing as not installed correctly?
Did you have WindowBlinds on this PC before the fresh install?
I'm not sure if it's needed but is the Themes service set to auto start on that version?

Yes. wb7 loaded fine previously on win xp mce.
don't know anything about Themes service and how to change auto start or not.
thanks for any help you can give.

Did you have your antiviral and firewall off when you installed?
Did you reboot?
* OK... just saw the im.... you rebooted. How is it now?
If not ok, have you "excepted " WB in your AV?
