How do I install these skins?

I'm so clueless .. How do I use the downloads to change my windows skin?

That largely depends on which 'download' you are referring to.
Most will require the program itself that the theme or skin is designed for.
Some are 'shells' which replace the existing Windows explorer.exe shell to provide the changes but many of them still need the Program to be obtained separately.
Just let us know to which you refer....

i would like to know how do i install the files with extensions *.obpack and *.dxtheme
