Menu Frame Buttons Not Appearing on Application Menus

HI
This is strange-
Creating Window Blind theme and working in Skin Studio 7.2.
Working on Per Pixel frame and when opening, say, Fire Fox, all buttons display and work correctly (buttons displayed in screen capture in inactive state) but when another menu is opened, the buttons are not showing (missing buttons on active frame).
The other screen is an open Photo Shop window when working in the program.
Any assistance would be appreciated.
