i beleive winxp does this without windowblinds help, but only on its own skinz

I believe WebBlinds will do this, but it is still in Beta...

As far as I know, the scrollbars in IE are not really scrollbars at all, but some kind of control, and Windowblinds will NOT be able to skin them.

The shareware version of WindowBlinds does not skin scroll bars. The registered version skins scrollbars.
Also, Windowblinds cannot skin the scrollbars in Internet Explorer since IE uses its own internal custom scroll bars which aren't accessible to Windowblinds. WindowBlinds can only skin standard Windows scrollbars.
