cannot get this program work with IE 9

I changed over run IE 9 but when I try to download windowblinds it tells me it's been moved and I can not get it to download any help would be appreciated plus when I try to download icon package it will not download either. I have coarserx and wallpaper package and they work fine.

He's probably using IE9's download manager. Just another instance of IE9 not doing its job.

The programs download using Impulse so don't really know what IE9 has to do with it.
