Sync desktop background...

Hi I am new here! Just got my theme working and am excited about it.
I need a background for it now...
Heres what I want:
1. Background automatically syncs to local weather (VISTA)
2. When it syncs to local weather its a great quality picture...I dont want some cartoony smiling sun popping up. I want like HD nature scenes.
I would love to be able to customize what appears myself.
I found a wallpaper changer like this for windows 7 but i have VISTA and it wouldnt work with VISTA. Is there one that exists for VISTA with what I want???

PS I do not want yowindow...thats a screen saver. i want a desktop background.
