problem with explorer windows

hi ive been following vampothika guide but kinda stuck on explorer windows and also that part of guide has small writing

ive already did some of the taskbar and start menu how do you set a gap between taskbar and start menu hers a pic http://img837.imageshack.us/img837/1890/pic002.png and i still have the window frame problem
