Unwanted Tint to Transparent Taskbar

I've been having this problem for a long time but have never seen a solution. When I make the taskbar more transparent on some Blinds, the taskbar takes on a tint which cannot be changed with the color selector. Sometimes the color will change -- and I don't know what I'm doing to cause it -- but the tint is the same for all Blinds. Other elements, such as the start window are not affected.
If someone could tell me how to fix this issue, or alternatively, how to change the tint color, I'd really appreciate it.

Check (if you have 7) under "Personalization". See what your baseline tint is (could be one of many shades). You want "Frost"...the clearest.
