1st report: deviantART is slow and does not care about their bandwidth.
2nd report: WinCustomize is slow and does care about their bandwidth.

I dunno, I've heard bad things about that DeviantArt places. I heard they have naked pictures and stuff there and that the guy who runs it is CRAZED!
