Massive Slowdown

I recently was given a present of the the Laptop outlined here:

Computer    Dell Latitude D810
Operating System  Microsoft Windows XP Professional SP3
CPU Type    Mobile Intel Pentium M 730, 1600 MHz (12 x 133)
Motherboard Chipset  Mobile Intel Alviso i915PM
System Memory   2048 MB  (DDR2 SDRAM)
Video Adapter   ATI MOBILITY RADEON X600  (128 MB)
IDE Controller   Intel(R) 82801FBM Ultra ATA Storage Controllers - 2653
Disk Drive    HTS726060M9AT00  (60 GB, 7200 RPM, Ultra-ATA/100)

I installed WindowBlinds on this, and suddenly there was a massive slowdown in file operations.
For example, a simple deletion of a single file takes up to 30 seconds.

While trying to find the cause, on of the things I did was to change my selected skin back to "Windows XP style".
After I did that, the slowdown is no longer present. The slowdown happens with almost all skins.
During trying to fix the problem, in settings on the "XP Specific" tab,
I found selecting "Always use the Animations selected below" and using "Default Animations" improves the situation,
but it still feels a little slow compared to the standard XP Skin.
I did NOT notice this behaviour when I had XP on my old Desktop and had WB installed there.

So my query here is, considering the lack of power in this Laptop,
I was hoping someone could please explain and give recommendations on the settings in the screenshot below:
also if I should use the "per pixel frames" or not (I still don't understand what "per pixel frames" actually does).

I'd be thankful for any assistance on this.

my old xp machine had trouble with WB too, older, less resources, and cpu power, sometimes i have found that you have to make a sacrifice to appearance, dont think this answers your question at all, but it does use resources, anything that starts when windows does uses resources,

My old Desktop was 2.2GHz, also 2GB RAM and also an ATI Radeon (X1600),
and yet it ran perfectly on that machine, which is not too far over the specs of this Laptop.
Besides, when I set it to "use default animation", the performance,
aside from the slight file operation slowdown left after applying that setting, is rather good.

So, the question concerning the screenshot in my first post is still open...
