Has anyone had this Skinstudio Professional error?

Lately I've not been able to start Skinstudio. It comes up with failed to start, missing RTL60.bpl.
Try re-installing the application. I have tried.....many times. I'm not sure when this started happening as I've
let Stardock Central update the app a few times since using it. Before I go un-archiving a much earlier version
I thought someone else may have encountered the same problem. I don't think that missing file is kept in the
Skinstudio folder, as I have a working version on another PC, and I can't find that file there anyway.
Anybody with any ideas that'd be great. Hope the explanation wasn't to much reading.

The file RTL60.bpl is supposed to be in you Windows\System32 directory.

Thanx Yrgal.

I was going to look in System32 next, but must have been lazy.
In fact there were 2 files missing, VCL60 as well. I copied them from my other PC and it works fine now.
As to why they were missing, bit of a mystery. I didn't delete them.
