Partly right...the normal colour can be changed. the mouseover/hover colour will stay the same as the normal colour vs. what happens with the other dropdown menus.

As for the All Programs text color question, I'm a bit confused. You say you want the hover color white, too. Do you mean the text hover color or the hover color for the Menu-Highlighted Background? If you mean the text hover color, just use the same white color preset you used for the Normal color. Occasionally, you need to unload and reload the skin a couple of times to get the settings to stick. Also, just be aware that sometimes the previews in SkinStudio don't always accurately reflect the changes in the skin. Load the skin up in WindowBlinds and check it yourself.
As far as the glitches in SkinStudio, my best advice there is to email Stardock support or post it on the SkinStudio newsgroup. The interface for SkinStudio has had little glitches like you describe with almost every version I've tried. Some are more annoying than others, but they come and go with each update, and some skins affect SS more than others in sometimes unexpected ways. I've just learned to live with them.
