Help with windowblinds skin problem.

You can disable the tooltip if you want to keep it from showing up. Right click on the Start Button and click on Properties. It should open on the Start Menu Tab, if not, then click the tab. Click the Customize button on the right. In the new window that pops up, click on the Advanced tab. The first section is for Start Menu Settings. Uncheck the box next to "Highlight Newly Installed Programs." As far as I know, this is the only thing you can do to affect this feature.
