Making a skin translucent

I have an idea for a WB, but it will rely heavily upon being able to simulate translucence.

Can anyone offer some suggestion on how I could go about doing this, or even if it's possible?

Any help is greatly appriciated.

WB supports it on most components of a skin, but not on the window borders themselves, because it would use too much resources to acheive.

the reason i'm asking is that I'm going for a 'frosted glass' look.
Will tga help me achieve that?

Possibly, since tga supports transparency.
