What program to use for skin art

Hey, what programs do you use to achieve the bevels and lighting effects that many windowblinds and WMP skins have? I'm kinda new at this

Photoshop and Paint Shop Pro are the most used.

Word of advice though, abuse of those makes your work cheesy. Use with care.

Paint Shop Pro is MUCH cheaper than Photoshop. Keep in mind that even MS Paint (you know, the prog that comes with windows) can be used to do most of this stuff...it's just not as easy.

Me...I use Paint Shop Pro 8.

PS elements is 5 bucks cheaper than PSP depending on where you shop I guess
