min max and close buttons are not showing up on active window

I got a major problem on my hands, when I was putting the first finishing touches on my skin I modified the the min, max, and close buttons in PSP8 and reimported them into skin studio and I noticed that the buttons where in the wrong order and one button cloned itself over the modified buttons and couldn't fix it seeing how this a problem I deleted the ones that were in the way that were cloned and I went to the window border screen in skin studio and I added 8 new buttons to the three that I left alone in the preview screen and when I looked at it everything seemed fine but...., when I previewd my skin in windows blind the first active window I had open it, it did not show the min,max,close buttons ! all it showed was one question mark button but on the inactive page it showed all the buttons without a problem! 
If anybody else has had this problem please help me out with this so that I can finish off this skin if somebody would like to take a look it personally please email me and I,ll send you the skin so that you can figure out whats going with this thing.

Sorry to be a bother but where are the visibility settings in SS ?

Select a button, and look at the tree view on the right side. The Visibility attribute is a few entries down the list......

Ok I found the attribute settings and it says its optional how do I change it to appear all the time ?

Once you highlight 'Visibility Setting' a dropdown menu will appear below the preview pane. Change it to 'Always Show Button' or whatever is applicable to that particular button.

It sounds to me like you messed up the template real bad. I would create a new template and copy your images to it.
