Icons appear small when used (HELP)

Hello, everyone, i have a problem with many of my computer icons. Alot of them are 72x72 and when i preview them in the folders that they are in, they appear big and have perfect quality (which is what i want). But when i apply the icon on to a folder, the icon appears extremely small with a border around it (like if it was too small), but it really is not. It is like if vista is forcing my icons to stay at a small size. Can anybody please help me? I have vista basic 32 bit.

I apply it by using right click,properties, customize, then i select the icon from its folder.

how are you applying the icon to a folder?
