Transparency of Desktop icons background

I've noticed sometimes the background on my desktop icon are solid colors at times, then when I reboot, they become transparent. I would like them transparent at all times, but for now my puter controls that aspect. Any solutions? I have Windowblinds 7.1 Thanks.

Did you set a jpg or add web content to your desktop?

I've put a JPG pic as a wallpaper. I just now changed it and the icon background came out invisible (no color background (see thru). If I changed it to something else, it would probably have background color to it on the icons.

Which OS do you have?
