Mouseover on Task Bar (Desktop Tool Bar) - Cant Change

When placing my Desktop on the task bar, the mouseover image, as in the pic, is displayed as something I cant identify or find anywhere in the SS menu.

 

At times it seems tied to the task bar buttons but in this case, I can not seem to change it.

Where can I find the settings to change the color or mouseover effect for the desktop tool bar when displayed on task bar?

Taskbar toolbars are controlled by the quick launch mouseover image.

In Skinstudio: Edit Start Menu and Taskbar/Edit Horizontal Taskbars/Quicklaunch Icon Button
