Shifting wallpaper [solved]

Is this supposed to happen? When I put taskbar to top of screen, it shifts wallpaper down and shows copy of top of wallpaper under taskbar. Not a big problem if taskbar is "solid", but looks bad if it's transparent (see picture), bottom screen it works fine.

Happens with all skins, naturally transparent and forced transparent.

I don't remember having this in WB6. So is this some WB7 "feature" or am I missing some well hidden setting somewhere (wouldn't surprise me)?

WB7 with WinXP SP3

SOLVED: Fences caused it.

(Why do I always figure out solution my self just after I ask it from others? ( Don't answer, I'll probably solve this one too. ))

Hah! Found guilty, it was Fences.

Most trans areas are actually an illusion of sorts (kinda) this includes the taskbar .Windowblinds kinda takes a snapshot of what is supposed to be under the taskbar.

I have seen it before but cant remember the exact fix but try...pick your wall set your taskbar (top or bottom) then reapply the skin if it still doesnt work reboot without changing anything else.
