files with padlocks

I save a couple of pictures from "free hd wallpapers" but when I went to make them wallpapers I noticed that the images had padlock icons on them and they wouldn't show up in the personalization files. I saved it as another file name and even did a full screen "print screen" paste and save but the padlock remains. what is this, first time ever encountered.

I think the problem is fixed. I had saved the pictures into my windows folder and I guess that win7 takes issue with that???
created a wallpaper folder in "my pictues" and transfered or saved my wallpaper files to it, seems to have done the trick.

Means they are 'protected' as you have saved them as a desktop theme at some time....
