allprogs problem WB7

The mouseover color block didnt use to show if you set the all programs background to a trans setting of 'disabled(so as now)'.
I never understood what that meant but it worked for the allprogs arrow trick...it got rid of the color block out on the totally translucent parts.(both arrow and background have to be zero color information where you want the block to disappear)
It was broken sometome during WB6 and continues into 7.
It would be great if this setting could be made to work again...I used it on almost all my blinds.
This is on XP but it happens on all OS's(to me)...nvidia 8600gt...latest drivers.

I.R., I notice not just the area you pointed to in the screen shot, but also just above the task bar at the Start Button-->Quick Launch area.
I had a similar problem when I had WB and MyColors both installed. Do you have both? The problem was solved by uninstalling MC. If you try this, save your Aero Theme first.
