Animated desktop in Win7 64bit
Need help finding a program that will display an animated GIF

Hi all:
I'm trying to recreate something I had in Vista and XP. I was using a program called Weather Watcher Live that displayed animated radar images as wallpapers. Basically the program leveraged Active Desktop to display an animated GIF from a URL.
With Win7, I can't do this any more. I can see the graphic but it isn't animated. What I'd like to do is download the file (I have the URLs) on a scheduled basis (every 5 minutes) and have the animated GIF display on my desktop. Here is an example of the URL - http://radar.weather.gov/Conus/Loop/NatLoop.gif.
Is there any program that will do this? I can use Weather Watcher Live but it won't animate the wallpaper. I also have Free Download Manager that will automatically download the file. How to get it to animate, I'm lost.
