Not sure if this is a bug or a feature.
When browsing libraries each page forward arrow will drop you to the next page at the same arrow (if you are at the bottom of the page, you will forward to the next page at the bottom.. and similarly the top arrow will drop you at the top of the page) but if you click on a skin link, and decide to go back to the library via the "Return to list" link, you will be dropped to the top of the page each time thereafter no matter which arrow you click top or bottom. I have noticed this in the three libraries I have viewed- Visual Styles , Wallpapers and New.
Side note , way to go with the new library styles. The screenpics are so much more vivid looking than they have been in the past, I am more inclined to check out skins I hadn't given a second glance in the past.

wow now that is a bizzare bug. I'm not really sure what the desired functionality for this would be honestly... I have read some people requesting that when you click any of the page buttons that the page will shoot you back to the top, if I make that change then it would be consistant. This is going on the list of stuff to do but after some more notable bugs.
