SS7Pro loction of this skinning option?

I've seen this done in the skin fools gold but be damned if I can find it.
Where can I find the option to change the background for the "window" that
pops up when you mouseover/click the All Programs button?

Actually, I believe that part IS skinnable right now -- It's under
Edit Start menu -->All Programs-->Background-->Extra Settings-->All Programs List Background Color
You just choose a color in the popup box in that section, and you can add whatever color you want if it's not already in the list of colors for that blind.

Thank you, that's what I was looking for. Tho I was hoping to be able to actually use a graphic.
Oh well, that's microsoft for you.

that part isnt skinnable in vista.
