You get the permission and add it in a zip file with the logon.....voila!

I realize that the upload asks for a logonxp, but it will take a zip.

A logonXP file is simply a renamed zip archive.

Rename your skinname.logonXP to skinname.zip

Add the text file you wish to.

Rename skinname.zip to skinname.logonXP

Upload...

The easiest way is to just put the permission.txt in the logon folder...C:/Program Files/Wincustomize/YourLogon and then export it with Logon Studio

If it's a LogonStudio Vista file, they you will need to zip the permission and the logon file.
