It might not be available yet. You would probably get the most definitive answer from whomever posted the original picture you have there. Where did you find it?

I didn't find Breed there Hankers (checked before I posted earlier)
the only thing I'm finding for it cell phone themes and possibly psp

They come from one of Stardock's "Gloss" Mycolors themes.
