Transparency doesn't work... help!

I've loaded, registared and updated WB 6.4 and downloaded several skins that have "glass" type features... but none of the transparecy functions seam to be working. The taskbar and window frames are all opaqe. Help.
Here's my system info:

What version of Vista are you using?
