Iconpackager under Vista 64

Hello
Well, I seem to be having an issue with the latest version of IP with Vista 64
I apply an icon set under a limited user account, some icons change but most do not. Icons such as folder icons, etc do not change at all.
Any ideas on how to correct this?

Also , any way to make the icons on the left in Windows Explorer larger?
