Yellow skin for Windows XP

The Windowblinds skin Yellow from Phoenix-Yen is so cool, but that is the version for Vista. So I have just done some changes to apply it on my Windows XP. Now, I want to publish it to share with everybody but I do not know how to contact to Phoenix-Yen to ask him for a permission. What can I do to contact him, Moderators, please help. Thanks a lot.

If you can't get in touch with the original author to get permission, you CANNOT upload it anywhere. Mods really can't help you here unless one of them is is secretly Pheonix-yen.
Is there an email address provided in the Author information of the skin?
