Here we go again. Permissions

I don't know if any one remembers a post, I did, several years back. It was about people asking for permission and sadly turning them down.
Today, we know, just don't respond, but back then I thought it was a good idea to explain why, I was turning them down, so they could fix a few things or just not upload.
Anyways, a similar thing happen yesterday. Someone asked if they could make a theme of one of my skins? (Should also mention, that they have asked before, without any problems).
I told them, they didn't have to ask. They are free to make anything for themselves, if they choose to do so. They just had to ask if they wanted to upload (share) it with everyone.
If they did decide to make one, then just send it to me. I'll look over it and then let them know if they can upload it (give my permission). This is how I've always done it.
Well, for some reason, that was very arrogant of me to even suggest that I look at it. I should just blindly give my permission, without seeing the finished work.
I don't know. You tell me? Do we blindly give permissions now, or do we still own the skins and would like to see the finished work.
As you've read, you know my answer. What's your take on this?

mmm... I think aughtor don't need to see finished product. cause it's have no meaning.
if somebody made bad copy of windows vista and upload it on some site on net, microsoft lost something with it? no, otherwise, it will get more interest to original windows vista, without bugs, and not professional details. people not blind and not stupid (in more mass), they understand, I think, what is masterpiece and what is pieceof..... 
so, i think all attention to skin is useful, more attention more success. but it's all only with two term
- copy of skin must be for non commercial use
- when copy uploading somewhere, anotation to skin must have information about creator of original skin, and link to site of author

It seems that would be the ethical approach to things. The inspiration and original vision of a particular theme comes from the original artist.

Inspiration comes from so many places it's impossible to really request permission for it. That's why I don't see it as absolutely mandatory, even though it may be the polite thing to do. When it comes to the original vision, things are different. The closer the art is to the original work, the more reason to request proper permissions.
On one hand, you'll never see me request permission to make a dock background in yellow (for example), even if I got the inspiration for it by looking at plastic fantastic (random example). On the other hand, if I started to mimic the shading and general feel of the icons and whatever, I'd definetely request permission for it first.

I see nothing wrong with asking to see something before you allow one to upload. It can be a very good idea. I, personally have blanket permission from a few masters, and others here, due to my reputation. I have given a few people blanket permission to use any of my original graphics, but they are people I trust to do good work. And I know, without being told to, they will let me see the outcome before uploading. But asking to see a work first is completely understandable. A good addon skin can help sales for a master skin, but a bad one could hurt it. I say if you want to see it first, that is only protect your interests.
Now, as far as arrogance, I guess I have run across that a time or two. Some people are just not a " people person " and just come across as arrogant. Some are maybe just not good with words, and sometimes, as in an email, for instance, text can be taken wrong. It is hard to get tone from text, so misunderstandings happen too, sometimes. There are those who make it fairly easy to get tone from text too.
