Aways on top Question

noob here.
why when i have a tabbed dock set 2 always on top when i mouse over a program it will not show the mouse over text. it will hide under an open window but not when the desktop is shown??? Should the text be on top as well???
No text shown when a window is open on mouse over....
Text shown when no windows open...
Love the programs... and how would I skin an OD...

Yes, please! Anything to fix that would be awesome! It's driving me up the wall, over, down the other end and up another

Any word on a fix for this problem that seems to occur far too often (daily?). The longer a computer is on, the more likely this is to happen.
