How can I edit default XP desktop toolbars?

I am trying to do something similar to this in the screenshot.

I want my toolbars that I create on my desktop to show up transparent, but primarily be able to allow the icon names to use up as much space as they need to display fully in "View -> Small Icons". If you try to make a desktop toolbar with just windows XP, any icons that have long names won't be able to show their full name. But in this screenshot, the user is using WindowsBlinds to allow his icon with the longest names to define the horizontal area of viewable text, so that no names are cut off short.
If anyone knows how to do this with SkinStudio or any other program, I'd greatly appreciate any advise on how to do this.

That menu cant be made trans.
Try adjusting content margins or fontsize to fix ur truncated font issue.
It uses the same image as the Favorites menu in XP which does not support transparency.
