You have one of the bootskin XP versions installed? Boot skins require one of the bootskin programs installed to work. also you must use bootkins from the XP bootskins library as the Vista bootskins will not work with the XP bootskin program.

I believe there are 3 different ones to try, go here for the three XP versions. https://www.stardock.com/products/bootskin/downloads.asp Boot skin pro is for vista only, the one below it and the  two others below it are the XP versions.

Also, the XP ones are a hit and miss, they may work they may not work at all.
