taskbarbackground not displaying in main taskbar

Ok, so I'm sure I'm missing something simple but...
I created a new skin, and made the taskbarbackground and taskbandbtn images. The taskbarbackground looks fine on the start bar, quicklaunch and systray(and stretches properly), but in the main taskbar, the background doesn't want to change from the default flat grey of XP. The taskbandbtns even look fine, but the background is still just grey.
What am I missing?
