high contrast color scheme

for the visually impaired

Hey community!

Need a little bit of help here.  I got an email today from a fellow who is visually impaired and needs some suggestions on whether any of Stardock's programs can do what he needs.  You are much more knowledgable than me about this stuff, so I need your feedback!

"...
Being visually impaired I need to use a high contrast colour scheme of white text on a black background. Unfortunately there are an increasing number of applications that don't work with this colour scheem (they either insist on using their own colours or make a total mess of trying to use mine, often resulting in white text on white backgrounds, etc).

Do any of your applications offer a potential solution? Will they alter the colours used by other software?
..."

Any ideas on what programs and what skins might be suitable for this?

Thanks!
