Well....there's one I can think of....who is often overlooked.....probably always overlooked when 'skinners' are brought up as people of 'note'...and that's Frogboy.
It's almost always forgotten that he ain't just the CEO of Stardock but is actually a skinner....just like the rest of us...except his 'vision' of what makes our skinning community is - what makes our skinning community.
Without his singular enthusiasm what we all know/perceive as 'skinning' would be a whole lot different.
All the names there that you listed, bar none, also make skinning what it is....from APB to Zubaz and everyone in between....
Jafo takes his hat off to them all....
Darn...from Adni18 to....
....oh, if I think harder I'll bet I find further ends of the alphabet....

Maybe someone could take the time in creating a hall of fame page for this site. With details of the skinners, how long they have been skinning etc. Someone who would excel at creating a proper HOF page *looks at ID*

Might be cool if it were designed as a combo of their best skins!
Hey, didja hear the latest? Michael Phelps had to return to his Aquarium!

There is a Hall of Fame that shows the download count.
https://www.wincustomize.com/top.aspx?type=authors&sort=1
But that doesn't really mean much as some skinners remove old skins that don't work on the newer programs and they are not going to update them. Then some skinners leave all the stuff that doesn't work because if they delete them, their download count drops.
Now a true HOF would be nice.
