Docklets not movable
Docklets will not stay in pace when dragged to a new position

On Tabbed docks... right click dock > View > "Lock Icon Dragging"

I found the issue for this on my system. If the dock is on a secondary monitor and the displays are not aligned on the screen tops then the docklets are not draggable. I changed the alignment of my monitors and all is good ( and the seperators showed up as well
)

I have lock dragging off and I can't move any docklets or shortcuts at all...

Keep in mind that not everything on the dock is a docklet. Many people confuse normal shortcuts as being included in docklets too.
