build for me?

i dont have the patients to butild what i want....not the tallent for the complexity of the job. anyways if someone would be so kind to build my windows blinds desktop.....id gladly give you all the props. and there is a serious catch to the whole thing......i need to add a language to my computer......well create a languge pack for my computer. ill write down what im looking for if someone is interested in a challenge!
